Biography
Jendonnae Lycan came to Marshall in 2012 after having served as the Assistant Attorney General and Senior Assistant Attorney General for the Higher Education Division for the State of West Virginia from 2000 to 2012. She previously worked as an attorney in private practice and was the first woman to be City Attorney for the City of Huntington, West Virginia.
Lycan assists the General Counsel in supervising and advising the various colleges and departments concerning legal matters at Marshall University. Her primary duties include reviewing, drafting and negotiating contract terms; drafting and reviewing Board of Governors policies and procedures; advising on Employment law related issues and assisting Human Resources; responding to issues brought by the Internal Revenue Service (IRS); providing legal advice to the Marshall Medical School; assisting and supervising matters related to the Athletics Department including NCAA related issues; providing advice on human rights issues; supervising, monitoring and assisting the Title IX office; providing legal advice regarding the Americans With Disabilities Act (ADA) and the Family Educational Rights and Privacy Act (FERPA); responding to requests under the West Virginia Freedom of Information Act (FOIA); supervising and assisting with creation of the annual Cleary Report; supervising ongoing litigation matters; acting as liaison and legal resource to the West Virginia Attorney General’s Office and other outside counsel, particularly on matters related to West Virginia Higher Education law. In addition, conducting training in FERPA and Title IX issues.
Her accomplishments include being the Primary Investigator (PI) on a $100,000 grant to bring Marshall University into compliance with the Native American Graves Protection and Repatriation Act (NAGPRA), creating an online FERPA training course; drafting administrative procedures for our Title IX office; and creating an index for legal case files in an electronic file management system.
Lycan graduated from Marshall University in 1988 with her Bachelors of Business Administration and from West Virginia University College of Law in 1991 with her Doctorate of Jurisprudence.
She is a member of the National Association of College and University Attorneys (NACUA), and serves on the Committee on Virtual Programming.
